CLEVELAND HEIGHTS, Ohio -- A $5 million shot in the arm is officially on the way for the city’s Noble and Taylor neighborhoods, as well as distressed business districts and city workers impacted by the coronavirus pandemic, thanks to the American Rescue Plan Act.
